History of the Upper Deck
The Upper Deck room was originally part of an extremely wealthy Merchant's house built around 1745. John Bolton would watch at his ships through he windows entering and leaving Liverpool Docks. His friends Canning and Huskisson would regularly give speeches from the balconies that once adorned the front of the building.
